Important for pool contractors and homeowners: plan the pool safety barrier early enough to avoid a last-minute delay at the end of construction.
For a new residential pool, Florida law requires at least one approved safety feature before final inspection and a certificate of completion. A compliant removable pool safety fence may be used as that safety feature when it meets the applicable requirements.
Florida Building Code requires the final electrical and barrier inspection to be completed before a pool is filled with water. Miami-Dade pool barrier guidance confirms the same requirement locally.
Once fresh plaster is applied, the pool needs to begin filling immediately and continuously. Leaving fresh plaster exposed and dry can damage the finish and may contribute to cracking, checking, discoloration, or other surface problems.
Waiting until after plaster is not simply a scheduling risk: the pool cannot be filled until the required barrier inspection has passed. Filling it first violates applicable code and permit requirements and may lead to enforcement action, fines, and permit delays. For that reason, the safety fence must be installed and approved before plaster is applied.

An even better time is when the pool deck installation is about to begin. At that stage, the project is usually far enough along to confirm the final pool layout, deck elevations, access points, and fence location—while still leaving enough time to coordinate the installation before plaster and final inspection.
